Cynthia Fowler, SPHM, PHM, PHS, TCS

Cynthia has more than 19 years of experience in the affordable housing industry which includes the management of blended public housing assets. Her responsibilities have included the oversight of daily operations, financial reporting, accounting, property management, maintenance and the management of capital funds.

Cynthia worked for the Housing Authority of the City of Austin (“HACA”). During her 17-year tenure there, she managed multiple types of public housing and multi-family affordable housing programs for the agency. Cynthia was promoted up through the ranks in the finance department to Senior Account Specialist. Her responsibilities included processing all Accounts Payables and Accounts Receivables, as well as creating and monitoring department budgets and reviewing payroll. In addition, she served as the Interim Director of Admissions where she oversaw the admissions and occupancy department and was responsible for creating policies and procedures.

Cynthia also worked as the Director of Operations for the Georgetown Housing Authority. She was responsible for the day-to-day administration of the public housing and multi-family housing programs, supervising seven employees. Her duties included ensuring compliance with federal, state and local rules and regulations, monitoring PIC errors, as well as spearheading training for new personnel and conversion to a new tenant software system. Cynthia also gained experience in the project based Section 8 program while at the Georgetown Housing Authority.

Cynthia joined Allied Orion Group in 2010 as a District Manager and was quickly promoted to Regional Supervisor over the Dallas Housing and Texarkana Housing Authority portfolios. Cynthia is responsible for reviewing Low Income Public Housing reports weekly to assure communities are meeting and exceeding owner’s benchmarks pertaining to Key Property (PHAS) Indicators per the management agreement, agency goals as set forth in their agency plan, and the monitoring of affordable housing program compliance.

She currently supervises 11 properties totaling 1,500 units. Cynthia’s certifications include Senior Public Housing Manager, Public Housing Manager, Public Housing Maintenance Management, Certified Occupancy Specialist and Tax Credit Specialist. Cynthia is currently completing CAPS certification.
